IHC Orders PIPS to Produce Recruitment Record in Assistant Director Case
ISLAMABAD: The Islamabad High Court (IHC) has again directed the Pakistan Institute of Parliamentary Services (PIPS) to produce its recruitment record in a case alleging tampering with the results for the post of assistant director.
Justice Arbab Muhammad Tahir heard the petition filed by candidate Ahmed Mujtaba, who appeared before the court in person.
The court had earlier directed PIPS to produce the recruitment record, but the institution failed to submit it during the hearing. The IHC issued a fresh notice and ordered the record to be produced by October 5.
During the hearing, Justice Arbab Muhammad Tahir exchanged remarks with the assistant attorney general and the petitioner.
“This young man is standing up for his rights; he has brought this case here — that is a good thing,” Justice Tahir remarked.
The judge also questioned whether the employment records of the National Assembly and Senate had been examined.
“Do check sometime: how many employees have been hired in the National Assembly and the Senate, and what is the actual sanctioned strength?” Justice Tahir remarked.
Ahmed Mujtaba told the court that he had sought information from the Pakistan Information Commission regarding employees of the Senate and PIPS, an institution under the Senate.
According to the petitioner, the Senate chairman had maintained in response that all PIPS records were classified.
The petitioner sought an immediate stay on the implementation of the allegedly altered recruitment results dated November 4, 2025.
He also requested the court to suspend the appointment, salary and performance of duties of Respondent No. 5 as Assistant Director (PDP) until a final decision in the case.
Mujtaba further requested the court to order preservation of the recruitment record to prevent any alteration or deletion and to halt the recruitment process for the vacant post pending a final decision on his petition.
He also sought production of the complete recruitment record, minutes of the selection committee meetings and consolidated merit details before the court.
The IHC adjourned the hearing until October 5.
Earlier Request to Pakistan Information Commission
It is pertinent to mention that Ahmed Mujtaba had earlier approached the Pakistan Information Commission seeking the record of appointments made in PIPS.
The Pakistan Information Commission disposed of his appeal, stating that the Chairman, Senate had declared the record relating to appointments made in PIPS as classified. The commission consequently held that the record could not be provided to him under the Right of Access to Information Act, 2017.
